The small syringe is only for usage when print quality is poor and there is ink inside the cartridge.  (There is air at the bottom of the cartridge).  You can use the syringe to suck the air (with a little bit ink) out from the hole of the frame/holder.   You can put the cartridge firmly into the frame/holder and use the syringe to suck the air with about 1ml ink.
